Not having actually SEEN this, I can only speculate that it's because APO was probably still in lockdown at that point. And if it's the train station, I believe Vaughn/Syd met there at LEAST once to talk about a counter-assignment or something, but I think they had a deeper talk in there, too. I recall it being a special place for them.
